2006 RED RIBBON CELEBRATION & HANDS
ACROSS THE BORDER

THE ANNUAL "HANDS ACROSS
THE BORDER" PROGRAM WILL
BE PRESENTED TO
THE
COMMUNITIES ON SUNDAY, OCTOBER
22, 2006 - FROM 3-5 pm
Communities throughout
Maryland, Delaware and the District of Columbia will
join together against Drugs in their communities as the
Elks present the "2006 Hands
Across the Border" to several
hundred/thousands of people who will come to a
location TBA for a day of festivities. There will
be many displays presented from the Elks Drug Awareness Trailer
with Fatal Vision Goggles and drug look-a-like
kits, local Police Dept., County Sheriff's
Office, Md. State Police, DEA, U.S. Park Police, Local
Fire Depts., Md. Corrections, and many Drug
Prevention Organizations, etc.
The Elks will present to the
public (at no cost);
-
Hot Dogs, popcorn, soft
drinks
-
Drug Awareness items including; satin Red Ribbons, Red Balloons, Pencils,
Rulers, stickers, DAP Literature,
etc.
-
The program agenda will
include the joining together on Large Red Ribbons, that will stretch over 100
feet in length, held by the citizens attending as
the 4:00 p.m. hour arrives, along with the release of
helium filled Red Balloons by
the children in attendance. This joining together on
this large ribbon made of felt, will be
presented as we all sang "God Bless America". The
ceremony will continue with a brief history of the
Red Ribbon and Hands Across the Border. A few
words will be given by our Md-De-DC Elks State
President, a Special Guest Speaker, and a Proclamation
will be presented. The ceremony will conclude with
a brief speech by local role models regarding drug abuse
and current prevention efforts.

*** Many Thanks are extended
to the Ad-Hoc Committee for their time and efforts over
several months of planning this year's "Hands Across the Border"
event.

Marijuana Legalization News

the recent decision by the Supreme Court of the United States
of America has ruled that marijuana can
continue to be enforced and prosecuted as an illicit
drug (indicating there are no medicinal purposes),
therefore our Federal Law Enforcement Agencies may
continue to prosecute in all states, that have
erroneously legalized marijuana. Our Supreme Court
Justices continue to make wise decisions for the benefit
of "ALL" citizens of this great
free land!!
Many Elks and
friends continue to fight this movement sweeping
our country. We must join together to fight this
movement and watch our respective State Legislative
bodies. These legalizers are slick and will attempt to
disguise the new proposed laws with fancy
names.
Ex: "Compassionate
Act"
We must watch each and every
Proposed Bill in our States for these fancy names and be
alert at the attempts to slip it past our
citizens.
***These laws enacted by local
politicians definitely will send the wrong message to
our Youth,
we need to continue
to fight and get these laws defeated and
reversed!!!
This is a disguise
to further legalize other drugs
and huge profits
will be made from the legalizers,
that will then be
legal "Pushers" to our
children!!!

POSTER CONTEST
ALL
DISTRICTS:
The 2006
Poster Contest Packets will be distributed to
our Lodge Drug
Awareness Chairmen, State District DAP Chairmen,
and State VP's within the next month, for
implementation through February and March. A
Deadline of March 15th should be adhered to and send all
entries to DAP - SDC Cindy Taylor, who is chair of this
Program.
All information needed to
conduct the 2006 Campaign is included in these packets.

COMMUNITIES
AND HAVE HELPED OUR YOUTH
