  • Plans may include:
  1. Opening Ceremony; Invocation, National Anthem
  2. Distribution of Red Ribbons to all in attendance
  3. History of Hands Across the Border and Red Ribbon Celebration
  4. Gathering of all Citizens on a large Red Ribbon, while singing "God Bless America"
  5. Red Balloon Release
  6. Comments from Md-De-DC Elks State President - H. Lee Davis
  7. Closing Ceremony

The Drug Awareness Program presents
 
a Special Event each Year in October titled,
 
 "Hands Across the Border"
 
...this event signifies the kickoff or beginning of the  
annual Red Ribbon Celebration nationwide, it is presented each year from October 23-31.
 
The kickoff each year is held on the Sunday preceeding the start of the Red Ribbon Campaign.
 
This event each year is to show that our communities are united against Drugs & Alcohol Abuse in our communities.
 
 
We join Hands Across the Border exactly on the same day and at the same time each year across the Nation.
 
This is done on this special day at 4:00 pm (EDT) - [3:00 CDT/2:00 MDT/1:00 PDTacross the country,
as we are United against the Illicit Drugs that are killing our Youth!


 The Red Ribbon Campaign is in honor of Enrique "Kiki" Camarena, Special Agent with the DEA, that was brutally tortured

and murdered by the Mexican Drug Cartel in 1985, as he investigated the smuggling of Marijuana into the United States.

This event was started by Agent Camarena's Family in his honor to show that one person

truly can make a difference in the fight against Drugs in our communities.

THE ANNUAL "HANDS ACROSS THE BORDER" PROGRAM WAS PRESENTED TO THE COMMUNITIES OF LAUREL, MD.

ON SUNDAY, OCTOBER 17 FROM 2-5 pm

Several hundred people came to Alice B. McCullough Field for a day of festivities. There were many displays presented from the Elks Drug Awareness Trailer with Fatal Vision Goggles and drug look-a-like kits, REALITY USA Trailer, Laurel Police Dept. - DARE Car, Md. State Police Medi-Vac Helicopter, U.S. Park Police Helicopter, Local Fire Dept. Apparatus, Prince George County Sheriff Office, Md. Corrections K-9, etc.

The Elks also presented to the public (at no cost);

  • Hot Dogs, popcorn, soft drinks
  • Drug Awareness items including; satin Red Ribbons, T-shirts, Red Balloons, Pencils, Rulers, DAP Hats, Frisbees, sunglasses, stickers, DAP Literature, etc.
  • DJ Music
  • Moon Bounce for the kids

The program agenda included the joining together on Large Red Ribbons, that stretched over 100 feet in length, held by the citizens attending as the 4:00 p.m. hour arrived along with the release of helium filled Red Balloons by the children in attendance. This joining together on this large ribbon made of felt, was presented in front of the Md. State Police Medi-Vac Helicopter and the Laurel Police DARE car as all sang "God Bless America". The ceremony continued with the brief march to the stage, while continuing to hold the large red ribbon, and a brief history of the Red Ribbon and Hands Across the Border was presented. A few words were given by Carroll Wagner, President (Md-De-DC Elks Association), then a Proclamation was presented to the Elks by the Office of the Mayor of Laurel. The ceremony concluded with a brief speech by the Laurel Council President and the Chief of Police for Laurel.

Many Thanks are extended to the Committee for their time and efforts over several months in the planning of this year's "Hands Across the Border" event.
